The Land Transportation Management System (LTMS) is the LTO’s online portal designed to make transactions faster and more convenient for the public. Through the LTMS portal, you can book appointments, apply for driver’s licenses, pay fees, and access your records online without enduring long lines at LTO branches.

Before you can access these services, you need to create a personal account. Follow the detailed steps below to successfully register on the LTMS portal.

Important Requirement

Make sure you have an active email address and a valid government-issued ID ready before starting the registration process.

Step-by-Step Registration Process

Step 1: Access the LTMS Portal

Open your web browser and go to the official LTO LTMS portal website at portal.lto.gov.ph. On the homepage, click on the "Register Now" button to begin the process.

Step 2: Read the Terms of Agreement

You will be presented with the Terms of Agreement and the Data Privacy Statement. Read through the terms carefully. Scroll to the bottom, check the box that says "Yes, I accept", and enter the CAPTCHA code shown on the screen to proceed.

Step 3: Select Registration Type

You will be asked to choose whether you are enrolling as an Individual or an Organization. For a personal driver's license or motor vehicle registration, select Enroll as an Individual.

Step 4: Answer the Identity Questionnaire

The system will ask if you already have a Philippine Driver's License.

- If YES: You will be prompted to enter your existing Driver's License Number, Expiry Date, and Official Receipt (OR) Number.
- If NO: You will be asked if you are a Filipino citizen or an Alien/Foreigner, and then you can proceed to input your demographic details manually.

Step 5: Fill in Your Personal Details

Provide all the required personal information accurately. This includes your Full Name, Gender, Birth Date, and Mother's Maiden Name. Ensure that the details match your official documents like your PSA Birth Certificate.

Step 6: Provide Contact Information

Enter your active Email Address and Mobile Number. This is crucial because the LTO will send a verification link to the email address you provide.

Step 7: Verify Your Account

After submitting the form, check your email inbox. You should receive a verification email from the LTO within a few minutes. Click on the verification link inside the email. You will then be prompted to create your secure password for your new LTMS account.

Congratulations!

You have successfully registered for an LTMS account. You can now log in using your registered email address (or 15-digit client ID) and your new password to access various LTO online services.
